"The speed of global scientific advancement has increased dramatically within the last decade. In light of recent advances in Utaliha's own research, we have recognized a need to reorganize the institute to better meet the demands of modern science. Utaliha is currently not structured to coordinate scientific research, technological implementation, and policy making.
The Department of Advanced Research (DAR) will operate in parallel to and concurrently with Utaliha with the expressed support of the eimeltet Afrayn Siklan and the eimerteti Telenu Siklan. The previous bounties shall be immediately redirected to supporting the new department and providing the resources for experimentation. The position of director shall be granted to Weiss Faber, and vice director to Brunhilde von Alba, with the remaining board positions to be chosen by the directors and the eimeltet.
The DAR will act in the economic, political, and security interests of Siklantel. Its board shall act as an advisory body within Liatepmez on policies when its expertise is applicable."
